The Rapid Immunization Skill Enhancement (RISE) is a blended-learning knowledge and skill- building package for India’s Universal Immunization Program. It is an innovative, learner-centric e-learning platform (mobile/web app) designed to build the capacity of healthcare workers involved in routine immunization in India. Conceptualized and developed by JSI under the stewardship of the Ministry of Health and Family Welfare (MoHFW), RISE complements traditional classroom training with a scalable, self-paced digital experience. By keeping frontline workers updated on the evolving Universal Immunization Programme (UIP) guidelines, RISE ensures that every vaccinator is equipped with the knowledge to improve immunization outcomes nationwide. The platform features 422 minutes of interactive animated video – divided into 5 modules, 14 chapters (25-35 mins each), available in Hindi, English, Marathi, Tamil, and Odia.

Key Objectives

To develop a human- centered, interactive, continuous, and adaptable knowledge and skill-building platform for health workers engaged in the Universal Immunization Program (UIP).

To complement the existing classroom-based cascade training for health workers by leveraging digital technologies for faster, easier, and more effective knowledge transfer.

JSIPL’s Role in Implementing RISE

JSIPL provides end-to-end technical and operational support to ensure the sustainability and effectiveness of the RISE platform. As a foundational step in developing the RISE package, a comprehensive Capacity Building Needs Assessment (CBNA) was conducted to identify gaps in the immunization training ecosystem. This was paired with a technology scoping exercise to assess the readiness of learners to adopt digital training modalities. While the “Immunization Handbook for Health Workers 2017” approved by the Government of India, served as the primary reference for content development, insights from the CBNA informed the prioritization of modules through a consultative process with key stakeholders. All content has since been updated to align with the 2024 edition of the handbook. A customized Learning Management System (LMS) delivers the training modules via web and mobile platforms, enabling seamless delivery and real-time tracking. The LMS empowers supervisors through:

  • Real-time monitoring of training effectiveness through supervisor dashboards.
  • Comprehensive KPI tracking, including automated reporting on course initiation and completion rates.

    Impact and Reach

    Since its National launch in December 2019, the RISE initiative has demonstrated strong scalability, expanding from a 6-district pilot to a presence across 10 states.

    States Covered: Arunachal Pradesh, Himachal Pradesh, Maharashtra, Madhya Pradesh, Meghalaya, Odisha, Rajasthan, Tamil Nadu, Uttar Pradesh, and Uttarakhand.

    The rollout in remaining 1 State (Bihar) is underway. The initiative has contributed to improved immunization knowledge and strengthened the quality of immunization services.

    Looking Ahead

    Development is underway for a dedicated Zero-Dose (ZD) Module: Focused on the identification and reaching to zero-dose, left- out and drop out children for complete immunization coverage.

    Medical Officer (MO) e-learning content is under development in alignment with the latest “Medical Officer Handbook 2024 on Routine Immunization”.
